Yana Chapailo is an expert on international education policy and a capacity development officer at PACT with extensive experience in program management. She is a facilitator at the Congressional Office for International Leadership (COIL) and a recipient of the Edmund S. Muskie Professional Fellowship Program Internship at the American Councils for International Education. She worked as a program coordinator at the Academic Integrity and Quality Initiative in Kyiv, Ukraine.

Yana received her MA degree in International Education Policy University of Maryland, and her MA in Humanities (Literature and Comparative Studies) with Honors at the Kyiv- Mohyla Academy.
